Funding bodies, whether government departments, non-departmental public bodies, local agencies or independent trusts and foundations, have a responsibility for the development and articulation of policy, as well as for the distribution of grants and for outlining the strategic context in which they, other funders and grant recipients work. The development of effective cultural policy requires an understanding of the issues specific to the sector, and of the wider political, social and economic context in which it operates.

AEA has worked with numerous funding bodies, both public and private, on the development of their funding policies and in the provision of technical assistance to grant recipients. We have refined and deployed a range of tools that assist our clients to determine appropriate areas of strategic focus, and to secure the greatest leverage of their funds. Our goal is to ensure that their investment decisions are made in the context of a full understanding of what constitutes a vibrant cultural sector.

Example of client projects include:

  • Arts and Business, London – A review of charitable giving vehicles in the United States and Canada – as well as the tax and legal structures underpinning them – and recommendations on their applicability to the UK;
  • William Penn Foundation, Philadelphia - A cluster review and evaluation of their portfolio of arts funding totaling approximately $15 million per year;
  • National Endowment for Science, Technology and the Arts, United Kingdom – An evaluation of the Fellowship program for creative and innovative individuals who have demonstrated exceptional talent and originality;
  • National Museums' Directors' Conference, London “National Dimensions ”: A mapping and evaluation project examining the range of collaborations between national museums and the wider museums, libraries, archives and academic community across the UK;

AEA has also undertaken organizational assessments for funding and regranting bodies including the Pew Charitable Trusts (Philadelphia), the Nonprofit Finance Fund (New York), National Arts Strategies (Washington), the Ford Foundation (New York), the Doris Duke Charitable Foundation (New York), the Arts Councils of England, Scotland and Wales, and the National Heritage Memorial Fund (London).
